It sets them by site, using three inputs most homeowners never hear named. The Question Behind Every Custom Home Quote in Florida

Two families call us in the same week. One is building outside Brooksville in Hernando County, the other near Hudson in Pasco County. Same floor plan, same finishes, same square footage. The structural package on one costs noticeably more than the other, and nobody has explained why. The answer is wind, and the way Florida translates wind into steel and fasteners is more specific than most homeowners realize.

Here is the part that surprises people, and it is the most useful thing in this article: it is not the county line that changes your tie-downs. Two homes in the same county, ten miles apart, can carry different structural requirements. The county is a rough proxy. What actually governs is your site, and this guide explains the three inputs that decide it, what the code requires at each level, and how to read a structural package so you know what you are paying for.

What Governs Wind Design in Florida

Wind loads for buildings in Florida are set by Section 1609 of the Florida Building Code, which in turn references the national standard ASCE/SEI 7-22. That reference is stable right now, which is worth knowing while a code cycle turns over. The 8th Edition adopted ASCE 7-22, and the 9th Edition taking effect December 31, 2026 continues to reference the same standard. Your wind design basis is not shifting under you.

What the code does is convert a wind speed into pressures, and then convert pressures into a continuous load path. That phrase, continuous load path, is the whole idea of hurricane construction. Wind does not simply push a house sideways. It creates uplift, essentially trying to peel the roof off, and once the roof leaves, the walls lose their bracing and the structure unravels fast. Every strap, clip, anchor and connector exists to carry that uplift force from the roof, through the walls, and into the foundation without a weak link.

So the structural package on a Florida custom home is not a menu of upgrades. It is one chain, and a chain is only as strong as its weakest connection. This is why a builder who is careless at one connection can undo the money you spent at every other one.

Input One: Your Site Wind Speed, Not Your County

The first input is the ultimate design wind speed, written as Vult, for your specific parcel and for the risk category of the building. A single-family home is Risk Category II. This value comes from the ASCE 7-22 wind maps, and it varies geographically in a gradient, not in blocks that follow county borders.

This is where a lot of online advice goes wrong. You will find articles confidently assigning one wind speed to an entire county. Do not build a budget on that. Two things make county-level numbers unreliable: the mapped gradient can cross a county, and older articles frequently quote nominal wind speeds from pre-2010 code conventions, which are on a completely different scale than todays ultimate design wind speeds. A number from the old scale looks reassuringly lower and means something entirely different.

The correct move is simple and free. Your site-specific Vult gets confirmed two ways: through the ASCE 7 Hazard Tool for the exact coordinates of your lot, and through the building division that will actually review your permit, whether that is Hernando County, Pasco County, Citrus County, or a city like Brooksville or Dade City that reviews inside its own limits. Your engineer of record pulls this before designing anything, and it is stated on the sealed structural drawings. If you want to sanity check a builder, ask to see that number on the plans. It should be there.

Input Two: Exposure Category, the Input Nobody Mentions

The second input is exposure category, and this is the one that most often explains why two homes with the same wind speed carry different structural packages. Exposure describes the terrain around your building, because ground roughness slows wind down. Open ground does not slow it much. Trees and buildings do.

  • Exposure B: urban, suburban and wooded areas with closely spaced obstructions the size of single-family homes or larger. Most established neighborhoods in Spring Hill, Brooksville and New Port Richey sit here.
  • Exposure C: open terrain with scattered obstructions generally less than 30 feet tall. Open farmland, pasture, large cleared parcels and new subdivisions where the trees have not grown in yet. Rural lots in Hernando, Pasco and Citrus counties frequently land here.
  • Exposure D: flat unobstructed areas exposed to wind flowing over open water. Gulf-facing and large-water-facing sites.

The reason this matters to your wallet: the same wind speed applied in a more open exposure produces higher design pressures. So the rural five-acre parcel outside Dade City can require a heavier structural package than the identical house in a mature Spring Hill subdivision, even at a comparable wind speed. Buyers of large rural lots are usually the most surprised by this, because they assumed being farther from the coast meant lighter requirements. Distance from the coast is one factor. Nothing standing between you and the wind is another.

There is a second-order trap here that we flag for every client buying land: a new subdivision on cleared ground is Exposure C today. The trees you plant do not retroactively change your permit. Input Three: Wind-Borne Debris Region and Opening Protection

The third input is binary, and it is expensive when it triggers. The Florida Building Code defines the wind-borne debris region as areas within hurricane-prone regions where either the ultimate design wind speed is 130 mph or greater within 1 mile of the coastal mean high water line, or where the ultimate design wind speed is 140 mph or greater in any area.

Read that carefully, because it contains two separate triggers. Proximity to the coast at 130 mph is one. Reaching 140 mph anywhere, including well inland, is the other. An inland parcel with no water view can absolutely sit inside the wind-borne debris region.

If your site is in that region, every glazed opening in the building envelope has to be protected, either with impact-rated products or with code-approved shutters. That covers windows, glass doors, skylights and the garage door, which is the largest opening in most homes and the one most frequently overlooked. The products themselves have to carry documented approval, meaning a statewide Florida Product Approval number or a Miami-Dade Notice of Acceptance, and the underlying testing standards are stringent.

  • TAS 201, large missile impact: a nine-pound 2x4 fired at the product at 50 feet per second, twice, at specified locations.
  • TAS 202, uniform static pressure: sustained positive and negative pressure applied to simulate hurricane wind loading.
  • TAS 203, cyclic pressure: thousands of pressure cycles simulating the duration of a storm, because a product that survives one push may still fail over hours of buffeting.

The equivalent national test standards are ASTM E1886 and ASTM E1996. Whichever pathway a product uses, the outcome you care about as an owner is the same: an approval number you can look up. A product without documented approval cannot legally be installed as protection where protection is required, no matter what the label says.

Note that the High Velocity Hurricane Zone, which carries Floridas strictest provisions, is Miami-Dade and Broward counties only. It does not apply to Hernando, Pasco or Citrus. But HVHZ test protocols like the TAS series are referenced statewide for product approval, which is why you will see them cited on a Brooksville permit.

What the Load Path Actually Looks Like

Once the three inputs are set, the engineer designs the chain. On a typical Florida custom home it runs through four zones, and each one has a failure mode that shows up in post-storm damage surveys.

  • Roof covering to deck: the outermost layer. Shingles, tile or metal attached to resist uplift at the ratings required for your pressures, with the highest demand at corners and edges where wind pressure concentrates.
  • Deck to trusses: sheathing nailed to the framing on a specified nail size and spacing schedule. Longer nails at tighter spacing hold the deck in uplift. This is inexpensive during framing and impossible to fix later without tearing off the roof.
  • Roof to wall: hurricane straps or clips tying every truss to the wall below. This is the connection with the most leverage in the entire house, both structurally and on your insurance.
  • Wall to foundation: anchor bolts or straps embedded in the slab or stem wall tying the wall system down. The chain has to terminate in something heavy, and the foundation is that something.

Beyond those four, the openings matter for a reason that is not obvious. A garage door that buckles inward during a hurricane does not just cost you a garage door. It pressurizes the interior of the house, and internal pressure pushing outward while external suction pulls upward is a combination that lifts roofs. This is why opening protection is treated as a structural issue and not a window upgrade, and why the garage door is the single most consequential opening on the building.

Concrete Block or Wood Frame Does Not Replace the Load Path

A question that comes up in nearly every consultation: does building in concrete block make the tie-down conversation go away? It does not. Block construction changes how the walls resist load and it changes the connection hardware, using vertical reinforcing and filled cells tied into the foundation and the tie beam. It does not remove the requirement for a continuous load path. The roof still has to be tied to the walls, and the walls still have to be tied to the foundation.

Both systems are built across Hernando, Pasco and Citrus counties and both can meet code at the same wind speeds. The choice usually comes down to cost, schedule, insurance treatment and preference rather than to whether the house can be engineered to your site. What we tell clients is straightforward: the wall system is a real decision, but it is not a shortcut around the structural package, and any builder who presents it as one is selling rather than explaining.

The Part That Pays You Back: Insurance Credits

Here is the reason to be interested in this rather than merely compliant with it. Florida Statute 627.0629 requires insurers to offer premium discounts, credits or rate differentials for construction features that reduce hurricane loss. The features on that list are the same ones described above: roof deck attachment, roof-to-wall connection, roof geometry, secondary water resistance and opening protection.

The economics of a new build are dramatically better than a retrofit here. Upgrading a roof-to-wall connection during framing is a hardware and labor line item. Retrofitting the same connection on a finished house means opening soffits or interior finishes to reach it. This is also why the structural conversation belongs early in a build, before framing and ideally before the plans are final. How to Read a Structural Package Before You Sign

You do not need to be an engineer to audit a proposal. You need to check that four things are present and specific.

  • The design criteria block: sealed drawings should state the ultimate design wind speed, the risk category, and the exposure category used. If those three numbers are missing, the package has not been designed to your site.
  • Wind-borne debris determination: a clear statement of whether the site falls in the wind-borne debris region, because that decides whether opening protection is required or optional.
  • Connector schedule: the specific connectors at each connection, by manufacturer and model, not a generic note saying hurricane straps as required.
  • Product approval numbers: Florida Product Approval or Miami-Dade Notice of Acceptance numbers for windows, doors and the garage door, so you can verify them yourself.

If a builder cannot produce those, that is not a paperwork problem, it is a design problem.
